NAEP and Testing Fatigue in Florida 2013 Edition
The folks at the Jeb Bush Foundation- the group that controls the Florida Department of Education(sic) and the legislature was sending out glorious missives about the latest NAEP results. As usual, this group sent out a twisted, agenda driven presentation of the facts. Does this amount to lying? Well, you will have to decide. Below is what the Jeb Bush folks and those at the DOE failed to mention. It is very important that we do not allow the media to give Jeb Bush and his minions free reign.
I wanted to look at what has happened since 2009 when the testing in Florida went into WORP speed with (even) more testing and the start of EOC exams that take up weeks and weeks of class time each year. Is there testing fatigue in Florida?
*All of the figures below look at data from 2009-2013 (scale score improvement or drop)
8th Grade Reading
White students: National Public Average +4 Florida +2
Black students: National Public Average +5 Florida +4
Hispanic students: National Public Average +7 Florida +0
Poor students: National Public Average +5 Florida +2
Students with Disabilities( No 504): National Public Average +2 Florida +4

I really do not see NAEP as an indicator of any policy decisions. It is what it is. Different kids are tested each time. If Jeb Bush and DOE are going to use the data they at least need to be honest. Remember, this is the crowd that uses testing as a political hammer. Testing should be teacher created and used by teachers to monitor and evaluate progress- never as an instrument for politcal agendas and money making schemes. Florida is the center for all of that sculduggery.
